XR for government and heritage

Culenz helps government departments bring public events and heritage to people who can't attend in person. We streamed Republic Day live in VR 360° and ran the IT Day XR Dome for 1,00,000+ visitors.

01 — Overview

Immersive technology in government

Government departments want citizens to experience public events, programmes and heritage, wherever they live. Many people can't travel to the venue.

360° live streams, XR zones and virtual tours bring those experiences to everyone. They also show a department's work in a memorable way.

03 — Key features

Government and heritage XR in depth

  1. 01

    National events in 360°

Culenz streamed the Republic Day Parade live in VR 360° with the Government of India and a state government. Viewers watched on phones, browsers and headsets.

Independence Day followed with the same approach. National ceremonies reach millions more people this way.

  2. 02

    Public XR experiences

XR zones and domes showcase government programmes to citizens at events. Our IT Day XR Dome welcomed more than 1,00,000 visitors.

Visitors experience the story instead of reading panels, which makes the message stick.

  3. 03

    Virtual heritage tours

Monuments and sites can be captured with 3D scanning and opened as virtual tours. People explore places that are fragile, remote or closed.

Tours support tourism marketing and give students access to heritage they may never visit.

  4. 04

    Digital museums and experience centres

State and city bodies commission digital museums about local history, culture and achievements. Culenz delivers them from DPR to maintenance.

Projection mapping, holograms and VR galleries tell each story.

  5. 05

    Projection mapping for celebrations

Landmarks become screens for national days, festivals and tourism events. Large crowds share the show without any headset.

Projection leaves no mark on heritage buildings.

  6. 06

    Tender-ready delivery

Most departments buy through tenders or e-marketplaces, based on an approved scope or DPR. Culenz can prepare the technical scope and specifications.

We deliver against fixed deliverables, with documented handover and maintenance options.

  7. 07

    Skill and education programmes

Government skill missions and schools use VR simulators and smart labs to train more people with limited workshop capacity.

Records of practice hours and scores support programme reporting.

  8. 08

    Smart city and civic engagement

Authorities use 3D models and VR to show citizens planned roads, parks or transport hubs. People understand plans better when they can see them.

Public feedback on a visual plan is clearer and more useful than feedback on technical drawings.

  9. 09

Choosing between VR, AR, holograms and 360°

Virtual reality suits deep, one-person experiences, such as a walkthrough or a training drill. Augmented reality suits phones and real spaces.

Holograms and projection reach crowds with no headset. A 360° live stream reaches people who can't attend in person.

On the scoping call, we recommend one format and explain the trade-offs. If a simpler option works better, we say so.

  10. 10

    Measuring results in government

Agree what success means before the project starts, such as bookings, training scores, visitor numbers or time saved. Then measure the same figure before and after.

Our experiences can log sessions, scores, leads and usage. That data sits alongside your own business figures.

A short review after launch compares results with the goal. It also shows what to change in the next phase.

  11. 11

    Languages, accessibility and comfort

Voice-over and on-screen text can be produced in English, Hindi, Arabic or the other languages your audience uses. We agree the languages at scoping.

Experiences are designed for first-time users, with clear prompts and seated options where needed. We test comfort with real users before launch.

Holograms, projection and screen versions serve people who can't or prefer not to wear a headset.

  12. 12

    Hardware, support and maintenance

Culenz can supply headsets, hologram boxes, screens, cameras and simulator stations, tested together before delivery. You can also use suitable hardware you already own.

Annual maintenance contracts cover preventive visits, repairs, spares and content updates. Response times are written into the contract.

04 — Our process

Working with government teams

Every project starts with a free scoping call about your goal, audience, sites and timeline. You then receive a written scope with dated milestones and fixed deliverables.

You review the work in the headset or on site at each stage. Changes are made early, when they cost the least.

After launch, our crew runs the experience or hands it over with training. An annual maintenance contract keeps it running.

  1. 01

    Scope

We agree goals, audience, venue, devices and dated milestones, and you sign off the scope.

  2. 02

    Capture and storyboard

We gather plans, photos or scans and build a draft for you to review in the headset or on screen.

  3. 03

    Build

Final models, content and interactions are added and tested on the target device.

  4. 04

    Integrate and rehearse

Hardware is wired in, and the experience is rehearsed at the venue or a mock-up.

  5. 05

    Run and support

Our crew runs it or hands it over, followed by a review and a maintenance plan.

05 — Planning your project

Choosing the right partner

Checklist

Planning checklist for government projects

  • What decision or behaviour should the experience change, and how will you measure it? A clear answer keeps the project focused.
  • Who will use it, where, and on which devices? Who on your side will review content and sign off each stage?
  • Finally, who will run and maintain it after launch? Planning that early avoids an experience that stops working after a few months.

07 — FAQs

Questions buyers often ask

How do government departments buy immersive projects?

Most buy through a tender or a government e-marketplace, based on an approved scope or DPR. Culenz can prepare the technical scope and specifications. We then deliver against fixed deliverables, with a documented handover.

Has Culenz worked with government bodies?

Yes. We streamed Republic Day and Independence Day live in 360° with the Government of India and a state government. We also ran the IT Day XR Dome, which more than 1,00,000 visitors experienced.

Can Culenz prepare a DPR for a heritage project?

Yes. We prepare feasibility studies and detailed project reports for digital museums, experience centres and immersive attractions. The DPR gives your department a costed, procurement-ready scope for approval, funding and tendering.

How do tourism departments use VR?

Tourism departments use virtual tours, 360° films and VR experiences at travel fairs, visitor centres and online. They let people explore a destination, its monuments and its culture before they plan a trip.
